Except as otherwise provided in section 4, no person shall keep, make or use radio equipment without obtaining a license in accordance with this Act. However, a person who has received a license to operate a telecommunication service in accordance with the Telecommunication Act, 2053 or a customer who uses telecommunication services through such a person shall not be required to obtain a license in accordance with this Act to keep, make or use a radio device related to telecommunication services.
